Compliance: versions, approvals and comments

In the Compliance app every object has versions: categories (including General), product families, products, knowledge groups, documents and files. Drafts can be changed, approved versions are read only, and a submission goes out only with approved versions. Everybody involved can comment while an object is being written and while it is being reviewed.
